The residence hall policy applies to all students who live in the residence halls at all Penn State campuses. If a student visits a friend at another Penn State campus, the policy still applies.
Students should be aware it is a violation to provide fake information, like name or age, to a University official. It is also a violation to fail to follow the instructions of a University official or fail to present ID.
The Residence Hall policy states:

The possession or use of alcoholic beverages is prohibited in all Penn State on-campus residence hall buildings.
At University Park, this includes Nittany Apartments and Eastview Terrace.

No students are allowed to sell or provide alcohol to another student who is underage.
It is a violation of state law and University policy for a student under 21 years of age to attempt to purchase, consume, possess, or transport alcoholic beverages. It is unlawful to sell, furnish, and give alcoholic beverages or to permit alcoholic beverages to be sold, furnished or given to any minor.

Residents will be held responsible for activities that occur in their rooms by their guests.
Students will be referred to the Residence Life, the Office of Student Accountability and Conflict Response, and/or University Police if guests are violating the on-campus alcohol policies. This means that if a student invites hometown friends to campus and they have a party in the student's room, even if the student is not there, the student will still be held responsible.

It is against residence hall policy for a student to be in the presence of alcohol in a residential area.
This applies even if the student is 21 or older. Residential areas include: room, common area, common building, building entryway, or quad area immediately adjacent to the residence halls.

It is against residence hall policy for there to be any activities in the residential quad areas or residence hall parking lots where alcoholic beverages are being served.
This includes any football game or special event weekend. Students who are found with alcohol in these areas will likely be charged with a policy violation.
